The level of security varies a lot depending on which part of Bear Brand you're in.

Many addresses feed John Malcom Elementary (right by the community) or Moulton, then Niguel Hills Middle, and Dana Hills High (Dana Point) or Aliso Niguel High depending on address. St. Anne School, a private Pre-K through 8 campus, sits on Bear Brand Road within the community. I always verify assignments per address.
The roughly 10-acre Bear Brand Park (lighted ball fields, trails, playgrounds) anchors the community, and individual tracts have private pools and spas. You're a short walk or drive to Ocean Ranch Village (Trader Joe's, Ralphs, Cinépolis) and minutes from Salt Creek Beach and the Salt Creek trail down to the sand. It's the city's premier coastal-wealth enclave. What's unusual is the range under one master plan — entry-level townhomes a short distance from multi-acre custom estates — plus true guard-gated security in the flagship tracts and that elevated coastal microclimate. No — it's fully built out and resale-only, with most homes built between about 1985 and 2001. "Newer" Bear Brand homes are really renovated ones. New construction in Laguna Niguel is happening elsewhere, like the City Center redevelopment.
